This is the final page of the HOUA-memo I'm quoting in the Erasing-list. It appears that the informant who related the story is called Robert Thomson.
So Thomson says that Robert Shelton says that James Venable says Oswald had been active with some bombings in Alabama.
According to SAC Ponder there were numerous allegations that Oswald had been in Atlanta!
The FBI has thoroughly investigated all of these and proven them false. So Shelton's story (note that the writer of the memo suggests Shelton may have been getting back at the untrustworthy Venables by making up an Oswald-connection) will not be investigated. Also, the informant says the meeting never took place. (This is confusing.)
Oswald and bombs, makes me think of dynamite-hauling Donald Wayne House, who was arrested in Dallas on 11-22-1963:
