"Sir Winston Churchill, the former Prime Minister of the United Kingdom, became the first person to be made an honorary citizen of the United States by act of the U.S. Congress. President Kennedy signed the legislation for the 88-year-old statesman, whose mother Jennie Jerome Churchill, had been a United States native. The House of Representatives had approved the legislation on March 12 by a 377–21 vote, and the U.S. Senate approved on April 2 by voice vote. Churchill was unable to travel from the U.K. to the U.S., and his son, Randolph Churchill, accepted in his place in ceremonies that were televised." [Wikipedia]
