The significance of Charles Givens’ observation that Oswald was carrying his clipboard became apparent on December 2, 1963, when an employee Frank Kaiser, found a clipboard hidden by book cartons in the northeast corner of the sixth floor at the west wall a few feet from where the rifle had been found. This clipboard had been made by Kaiser and had his name on it. Kaiser identified it as the clipboard which Oswald had appropriated from him when Oswald came to work at the Depository. Three invoices on this clipboard, each dated November 22, were for Scott-Foresman books, located on the first and sixth floors. Oswald had not filled any of the three orders. (WCR page pg 143)clipboard found on the 6th floor Dec. 02, 1963 It begins with a TSBD employee, Frankie Kaiser finding a clipboard on the 6th floor on or about Dec. 02, 1963.
He claimed it belonged to Lee, a full 11 days later, and had been there since 11/22, meanwhile, Mr. Kaiser was not even at work that day.

Under date March 18, 1964, the FBI Laboratory furnished the following information concerning a document examination requested by the Dallas Office on March 11, 1964:Specimens received March 12, 1964 Q499: One paper clipboard, 9 1/2 by 11 1/2 (Dallas exhibit DL-44)Results of examination:The handwriting on Q499 is too limited for an adequate handwriting comparison with the known writings of LEE HARVEY OSWALD, K4 and K5.

Mr Kaiser is the one making these clipboard for other employees….
William Shelley Mr. BALL. Were you present when the clipboard was found on the sixth floor? Mr. SHELLEY. It was Frankie Kaiser that found that and came down and told me and I told Mr. Pinkston with the FBI.
Mr. BALL. Did you go up and look at it? Mr. SHELLEY. I went up with him and he got it.
Mr. BALL. Did you see a name on it? Mr. SHELLEY. I think it had Frankie’s name on it–Frankie Kaiser’s name.
He said he thought that might have been one he had made before, he was at all times making them.

But something’s not quite right with Bill Shelley in the story.
Roy Truly Mr. BELIN. Do you remember where the clipboard was found?
Mr. TRULY. I later learned it was found up on the sixth floor, near the stairway, behind some cartons. I do not remember just exactly how many orders were on it, but I think it was only two or three.
Mr. BELIN. Do you remember who found it? Mr. TRULY. A boy by the name of Frankie Kaiser.
Mr. BELIN. Is he still one of your employees? Mr. TRULY. Yes, sir.
Mr. BELIN. Do you know whether this was ever identified as having ever belonged to any particular employee of yours?
Mr. TRULY. Well, he brought the clipboard to Bill Shelley and told him about it, and he said, “This is an old clipboard I used, to use. This is the one that Oswald was using.” It was a kind of homemade affair.
Mr. BELIN. When you say he brought it to Bill Shelley, who are you referring to?
Mr. TRULY. I am referring to Frankie Kaiser who brought the clipboard with the orders downstairs and told Bill Shelley that he had found Oswald’s clipboard with some orders on it.

FBI Agent Nat Pinkston is assigned to this case: Pinkston is there to see Mr. Truly and is approached by Kaiser. (no mention of Shelley)
Mr. PINKSTON. To the best of my recollection I was there waiting to see Mr. Truly. He was somewhere else in the building, and I was waiting for him on the occasion in question. Frankie Kaiser came down the stairs and said that he had found something on the sixth floor. I didn’t–I then accompanied him back to the sixth floor where he pointed out on the floor near the entrance to the stair well, a clipboard with some orders on it, and–pardon me a second, do you want me to testify to what Kaiser told me, which is hearsay
Mr. BALL. That is all right, but Kaiser told you that when you were downstairs, that something—didn’t he? When he was–did Kaiser come downstairs? Mr. PINKSTON. Yes: Kaiser came downstairs and took me back upstairs with him and pointed out the clipboard which he had left on the floor.
Mr. BALL. Did he say he had left it there? Mr. PINKSTON. He had seen it there and did not bother it.
Mr. BALL. I see. Mr. PINKSTON. He did not put it there..
Mr. BALL. I see. Kaiser told you and you went upstairs and Kaiser pointed out the clipboard? Mr. PINKSTON. Yes, sir.
“Mr. Pinkston. The clipboard was generally in the northwest corner of the sixth floor of the Texas School Book Depository. It was on the floor behind the books, against the wall of the stair well.
Mr. Ball. There were some book cartons in front of it, were there? Mr. Pinkston. Yes.” (also doesn’t match below picture)

Now this is 11 days later, and Frankie was not at work Nov 21, & 22, due to an abscessed tooth, and there are a couple of discrepancies in his testimony: (3x he says it was laying on the floor )
In front of the elevator or next to the stairway? Mr. BALL. Without saying north or south, was it near the elevator? Or the stairway? Mr. KAISER. Yes, it was right in front of the elevator.
Mr. BALL. Where was it with reference to the stairway? Mr. KAISER.. It was right next to the stairway–right in the corner.
Mr. BALL. Right in the corner next to the stairway, is that right? Mr. KAISER. Yes, sir.
Laying on the floor? Mr. BALL. Where did you see the clipboard?
Mr. KAISER. It was Just laying there in the plain open–and just the plain open boxes-you see, we’ve got a pretty good space back there and I just noticed it laying over there.
Mr. BALL. Laying. on the floor? Mr. KAISER. Yes, it was laying on the floor.
Mr. BALL. It was on the floor? Mr. KAISER. It was on the floor.
Mr. BALL. How close was it to the wall? Mr. KAISER. It was about—oh–I would say, just guessing, about 5 or 6 inches, something like that.
Mr. BALL. From the wall and on the floor? Mr. KAISER. Laying on the floor.
Sounds like Ball wishes he would say it was somewhat hidden and NOT on the floor to corroborate with the photograph, notice the discrepancies re: who found it, who touched it, and did Pinkston just happen to be there or was he called for this?
–Shelley said HE told him.

position of clipboard when discovered differs from testimony December 2, 1963Charles Givens, interviewed by the Secret Service, said that he had seen Oswald with a clipboard on the sixth floor at about 11:45 a.m., shortly after which he and some fellow–workers had boarded the two elevators. While racing to the first floor, Oswald had called to them to sent one elevator back up. (Ball/Belin Report No.1, dated Feb. 5, 1964).see also Charles Givens: Last Man to See Lee.

A clipboard found on the 6th floor 11 days later is non-evidence – After extensive searches this obvious item not being found for that long a time is ridiculous. Although it appears to be put there after the fact.
And Mr. Kaiser is making these clipboards for other employees. He told Shelley he thought it might be one of his. –handwriting analysis could not confirm this clipboard belonged to Lee Oswald.
But who would put this item in such a place 11 days later?…expecting it to be obviously found, no doubt, –look at the above picture — how is this missed in the extensive searches? Finding his clipboard on the sixth floor could be used to solidify the narrative of Charles Givens who just happens to mention this for the first time to the Secret Service around the day the clipboard was found.
It is also curious Bill Shelley is one involved pointing this out as to having belonged to Lee. But more importantly if a working clipboard will somehow show proof of Lee Oswald on the 6th floor…then at what time? –he belongs there anyway.
