JAMES POWELL'S DAY OFF
Military intelligence agent James Powell big day off. Having 22-11-1963 all to himself, he goes to Love Field to take pictures, then to Dealey Plaza, takes more pictures, of the TSBD. He helps to search the area behind the TSBD.
According to Bugliosi and some others, Powell then moves to the area behind the picket fence, just in time to confuse officer Smith. After that he runs back to Elm Street where he interviews a construction worker on the steps of the TSBD, etc etc.
Then he gets locked inside the TSBD.
Only one of his pictures has ever been made public and he lost his notes. He did write up a report and sent it to the FBI, although he didn't have to, nobody asked him. Powell was handled with kid gloves by the FBI, HSCA and the ARRB in the decades to follow. Look at this exchange from the ARRB interview:
Wray: Now the pictures that you took, how long after the event did you get those developed? Powell: A few days because I was anxious to see them. Wray: Had you told, had word gotten to the FBI or anyone about those pictures? (...) Powell: Yes. Wray: And then did the FBI ask for copies of your pictures, or of the picture of the School Book Depository. Powell: Yes. They, you know, it was like, you don't have to rush to do it but if you want to send it in kind of thing, go ahead. (...)
There would be so many questions I'd want to ask, but Wray moves on to another topic, he's not curious at all.
