"FBI Agent Regis Kennedy (no relation to the president) is among several witnesses connected to the events in Dallas in 1963 who died before they could be fully questioned. Kennedy reportedly suffered a heart attack the day before he was scheduled to testify before a grand jury on confiscated home movies of the assassination. The unreleased files contain an untitled communication from Justice Department files from Regis Kennedy to the special agent in charge of the FBI's New Orleans field office on May 18, 1967." Here are excerpts from the Grand Jury Testimony of Regis Kennedy / May 17, 1967.
In Grand Jury proceedings, the Jurors are allowed to ask questions, as well as the attorneys.
He is under orders from the FBI to decline certain questions, and has a statement as such.
MR, GARRISON:
Q. Mr. Kennedy are you familiar with an organization known as the Friends of Democratic Cuba? Back in '61? A. Will you define what you mean by familiar with?
Q. Did you ever hear of an organization known as the Friends of Democratic Cuba? A. I have heard of that organization. Do I know any of them? I have heard some of the names.
Q. Will you tell me some of the names you remember?
A. For the record I state that I regretfully decline to answer the question on the ground that the answer to the question will require me to disclose information and material which have been acquired by me in the performance of my official duties and official status as a special agent of the Federal Bureau of Investigation. I would like to further inform this Grand Jury that I have been directed by a telegram from the Attorney General of the United States as follows:
"The subpoena served on you to testify before the Grand Jury in New Orleans Parish Criminal District Court May 16,1967 this confirms that pursuant to departmental order 32464 dated October 8, 1964 in Federal Register Vol. 29, No. 199, page 14027, dated October 10, 1964, you are directed to respectfully refuse to testify about or disclose information or material acquired in the performance of your official duties or because of your official status. Q. Do you know whether or not any Federal agents regularly attended the meetings of the Cuban Revolutionary Democratic Front in the summer of 1963? A. I make reference to my previous comment.
Q. Is it not a fact that that agent was Warren DeBrueys? A. I would like to respectfully reserve . . .
Q Were you yourself aware of the activities of Friends of Democratic Cuba in January of 1961? A. I would like to exert the privilege again please.
Q. Are you aware of any connection of Lee Harvey Oswald with Cubans here in New Orleans in the summer of 1963? A. I will reserve the privilege on that.
Q. Are you familiar with Jack Ruby's visits to New Orleans in the summer of 1963? A. I reserve the privilege on
Q. Do you know Jack Ruby visited when he came here in the summer of 1963? A. I have to reserve the exception.
Q. Do you know who he met when he came here? A. I will reserve an exception on that.
Q. Do you have some knowledge of what Jack Ruby did when he came to New Orleans? A. I have to reserve an exception on that.
Q. Do you know who he met when he came here? A. I will reserve an exception on that.

Q. Do I understand you correctly in saying that you do not know the purpose of Ruby's visits here in' the summer of 1963? A. Yes sir.
Q. But you do not want to say who he visited? A. The only way I know of how Ruby came or what he did in New Orleans was the result of other information which comes within the exception and I cannot answer.
Q. Do you have any familiarity with the seizure of ammunition on William McClanie's land on the 31st of July, 1963? A. I have to reserve an exception on that.
Q. Did you ever know anyone in any Federal Agency who saw Lee Harvey Oswald in the summer of 1963 in New Orleans? A. I will reserve the exception.
Q. Did you know any of the members of the Friends of Democratic Cuba? A. I have to reserve the exception on that.
Q. Do you know whether or not the Federal Government ever ". . made a check on Clay Shaw? A. I have to reserve the exception to that.
Q. Do you know whether or not the Federal Government,or particularly the Justice Department, determined as a matter of fact whether C-lay Shaw and Clay Bertrand were the same person? A. I reserve the exception on that.
JUROR: Q. We are just an investigative body trying to find the truth in this assassination probe, and will you explain to us why you, as a member of the Federal Government, would not be more cooperative?
A. Let me explain that I am a member of the Department of Justice and I received specific instructions from the Attorney General as it relates to information from the files of the FBI. I have tried to answer the questions of my personal knowledge to the best of my ability as it relates to matters of the files I have had to reserve an exception, whether I know anything about it or whether I don't.
Mr. ALCOCK: Q. Do you know of any investigation the Justice Department after the did not Clay Shaw, is that conducted of Clay Shaw by assassination? A. I have to reserve an exception to that.
Q. Then you do know as a matter of fact? A. I am just asserting the privilege.
Q. What do you understand by the privilege? A. That I am not to comment on matters - I will read it again for you if you like - that I am not to comment on records or files or facts pertaining to the Department of Justice.
JUROR: Q. Are all these records secret? A. They are unless they are released by the Attorney General.
Q.We are citizens of this United States and we have no right to them? A. (none)
Q. Based on your reservations, might we assume then, without revealing any content thereof, that there is such a file on such an investigation having been conducted relative to Clay Shaw after the assassination?
A. I will just reserve the exception.
MR, GARRISON: Q. We are not trying to know what is in the file. A. I am not trying to suggest what you should assume.
Q. Is there a file? Or not, according to your knowledge? A. I reserve the exception.
JUROR: Q. Just a minute - to clarify a point for me - you say you are by directive ordered to reserve any answers or information which you know is in the file in some form, so it would seem to me that if you are reserving information on this question, then, ipso facto, there must be a file? A. I am not trying to tell you what to assume or what not to assume.
Q. But I am asking you? A. That is the only answer, I can give you.
Q. Don't assume? A. I didn't say that. Assume anything you want. I am not trying to imply anything.
Q. Mr. Kennedy, is there a file on this man Dalzel? A. I imagine there is. .
Q. Well, if you would answer that question, sir, why wouldn't you answer the question as to whether there is a file on Shaw? A. You are asking a question which I have personal knowledge on.
Q. That's why we are asking you the question. A. I am answering a question that I have personal knowledge on.
MR. ALCOCK: Q. If you didn't have personal knowledge and the right to assert the privilege, why are you doing it? (none)
JUROR: Q. I can see how you would assert the privilege, I work for the Government too and if I did something they told me not'.. to do they would fire me, but a simple question like is there a file - you are not saying what is in it - I imagine there is a file on Mr. Marcello, and all we are asking is, is there a file on Mr. Shaw? A. I assert the privilege.
Q. Why do you assert the privilege on Shaw and not on Dalzel or somebody else? What is so important about Shaw and not Dalzel? A, Because about Dalzel - you are asking me something that I have personal knowledge of. Did I know him, yes - where did I know him - how . . .
MR. ALCOCK: Q. The gentleman asked you if there is a file and you say yes, then you say because 'I have personal knowledge, now are we to assume you don't have personal knowledge of a file, but do you know there is a file? A. I am just telling you that you can assume anything you want but I have to assert the privilege
MR. ALCOCK: Q. Mr. Kennedy, is the FBI here in New Orleans still investigating the assassination? A. I have to reserve/on that.
JUROR:
Q. Mr. Kennedy have you ever worked with the CIA? A. No sir.
Q. I mean as an FBI agent, have you ever worked with them in any capacity? A. The only thing I can say is no.
MR. ALCOCK: Q. you assert the privilege on the question whether or not the local office of the FBI is still investigating the Kennedy assassination, is the local Bureau in any way investigating any of the persons who have come to the surface in Mr. Garrison's investigation?
A. Its such a broad question, will you explain what you mean by it?
Q. Is the local office of the FBI investigating any of the individuals who have come to the surface as a result of the preliminary @earing in our investigation - any of the names that have come to the surface? A. I reserve the exception on that.
JUROR: Q. Mr. Kennedy, is the Federal Bureau of Investigation now conducting any investigation into the possibility of a conspiracy having occurred in New Orleans regarding the assassination? A. I have to reserve an exception on that.
Q. By that you mean that anybody that the FBI has checked or questioned there would be a file? A. Yes sir.
Q. Then is there a file on Clay Shaw? A. I have to reserve the exception.
Q. Is there one on Dean Andrews? A. I have to reserve the exception.

Regis Kennedy is one of the FBI agents who interrogated David Ferrie in November 1963, and I hoped to learn from him what information the Bureau had elicited from Ferrie. But on the instructions of our old friend Attorney General Ramsey Clark, Kennedy refused to answer the questions put to him by the grand jury on the grounds of executive privilege.
