The Warren commission claimed Oswald slipped into the 2nd floor lunchroom coming down the NW stair well from the 6th floor around the 90 minute mark post shots. Officer Baker and superintendent Truly are rushing up the stairs from the first floor. While Truly heads for the next flight of stairs leading to the 3rd floor Baker catches a glimpse of Oswald through the glass in the vestibule door (leading to the lunch room) and manages to engage Oswald before he leaves the lunchroom, aka The Lunchroom Encounter. Moments later Oswald is seen moving through the 2nd floor office space...
Apart from Baker's testimony being at odds with his affidavit, which the WC ignored, the WC witnesses Bill Shelley and Billy Lovelady totally KILL the WC timeline:

Both judge Gloria Calvery to be around 3 minutes to reach the TSBD stair, then talks, then Shelley and Lovelady moves toward the railroad tracks, then Shelley/Lovelady notice Truly has not yet entered the building....BOOM!
Should come as no surprise that Gloria Calvary was not called to testify...
